J\u2019ai l\u2019honneur de soumettre tr\u00e8s respectueusement \u00e0 l\u2019attention de Monsieur le Directeur G\u00e9n\u00e9ral le compte rendu de la visite \u00e0 Washington de Monsieur Ismaili Moulay Salma, p\u00e8re de Mustapha Salma sidi mouloud, du 07 au 13 octobre 2010.<\/i><\/span><\/div>\n
En application des Instructions de Monsieur le Directeur G\u00e9n\u00e9ral, un d\u00e9placement a \u00e9t\u00e9 effectu\u00e9 \u00e0 New York , le 07 octobre 2010, pour r\u00e9cup\u00e9rer Monsieur Moulay Salma, qui se trouvait \u00e0 New York dans le cadre des travaux de la quatri\u00e8me commission qui ont eu lieu aux Nations Unis du 04 au 06 octobre 2010, et l\u2019amener \u00e0 Washington pour des rencontres avec les responsables am\u00e9ricains au Congr\u00e8s, au D\u00e9partement d\u2019Etat ainsi qu\u2019avec les acteurs associatifs des ONG des droits de l\u2019Homme et les m\u00e9dias.<\/span><\/div>\n
L\u2019objectif de la visite<\/b><\/u><\/span>\u00a0:<\/span><\/div>\n
La visite de Monsieur Ismaili Moulay Salma entre dans le cadre des actions visant \u00e0 exercer plus de pressions sur l\u2019Alg\u00e9rie et le Polisario pour obtenir la lib\u00e9ration imm\u00e9diate de Monsieur Mustapha Ould Salma et assurer ses droits, en tant que r\u00e9fugi\u00e9, \u00e0 la libre expression et \u00e0 la libre circulation. Le choix de l\u2019ONG am\u00e9ricaine <\/span>Leadership Council for Human Rights <\/b><\/i><\/span>avait pour but d\u2019utiliser les m\u00eames armes dont nos adversaires font recours , \u00e0 savoir les ONG des droits de l\u2019Homme. <\/i><\/span>Le <\/span>Leadership Council for Human Rights pourrait \u00eatre l\u2019\u00e9quivalent de ce que RFK (Robert Kennedy Foundation) a fait pour la s\u00e9paratiste Aminatou Haidar.<\/i><\/span><\/div>\n

Afin de garantir un aspect humanitaire \u00e0 la mission, l\u2019ONG am\u00e9ricaine <\/span>Leadership Council for Human Rights<\/b><\/i><\/span><\/b><\/span>a \u00e9t\u00e9 invit\u00e9e \u00e0 sponsoriser la visite du p\u00e8re Salma et son fils Mohamed Cheikh. Notre Ambassade \u00e0 Washington ainsi que notre cabinet de lobbysme ont \u00e9t\u00e9 inform\u00e9s de la visite mais sollicit\u00e9s de rester \u00e0 l\u2019\u00e9cart pour sauvegarder la cr\u00e9dibilit\u00e9 de l\u2019ONG en question et assurer l\u2019impact de la mission. Il convient de rappeler que l\u2018ONG <\/span>Leadership Council for Human Rights <\/b><\/i><\/span>a \u00e9t\u00e9 derri\u00e8re la mobilisation des organisation am\u00e9ricaines des droits de l\u2019Homme, des m\u00e9dias ainsi que des membres des congr\u00e8s, qu\u2019a connu Washington \u00e0 la suite de l\u2019arrestation de Monsieur Ould Salma, appelant \u00e0 la lib\u00e9ration imm\u00e9diate et son condition de Mustapha Ould Salma. La pr\u00e9sidente de cette ONG, Madame Kathryn Porter, est une activiste des droits de l\u2019Homme qui a \u00e9t\u00e9 parmi les fondateurs de la Commission Tom Landos des Droits de l\u2019Homme au sein du Congr\u00e8s, tr\u00e8s respect\u00e9e pour sa lutte pour les droits de l\u2019Homme. Madame Porter avait visit\u00e9 le Maroc, en MAI 2010, en compagnie de Monsieur Joe Griebosky et avait promis d\u00e9fendre la justesse de la cause marocaine et surtout de d\u00e9masquer la v\u00e9rit\u00e9 des adversaires. <\/i><\/span><\/div>\n

Monsieur Ismaili Salma a fait le d\u00e9placement \u00e0 Washington, apr\u00e8s celui du New York, pour plaider pour la lib\u00e9ration de son fils. Le programme organis\u00e9 pour sa visite par l\u2019ONG Leadership Council for Human Rights comprenait des rencontres avec les responsables am\u00e9ricains du D\u00e9partement d\u2019Etat, le Congr\u00e8s, ainsi que des ONG et des Think Tanks \u00e9voluant dans la d\u00e9fense de la libert\u00e9 et les droits de l\u2019homme. Le Malaise du p\u00e8re Salma\u00a0:<\/b><\/u><\/i><\/span><\/div>\n
Monsieur Salma, qui n\u2019a jamais eu des entretiens avec des responsables am\u00e9ricains semblait fatigu\u00e9 par le nombre des rencontres organis\u00e9es pour lui. Le jour de la rencontre avec le Directeur du Bureau du Congresman Howard Berman, Monsieur Salma, \u00ab\u00a0sans pr\u00e9avis\u00a0\u00bb n\u2019a pas pu continuer et s\u2019est \u00e9vanoui dans le bureau dudit Congresman. Monsieur Berman a \u00e9t\u00e9 imm\u00e9diatement inform\u00e9, et a instruit son staff d\u2019appeler le m\u00e9decin de permanence du Congr\u00e8s. Ce dernier s\u2019est imm\u00e9diatement arriv\u00e9 au bureau de Monsieur Berman et a commenc\u00e9 \u00e0 le soigner de son malaise. Les autres infirmiers du corps m\u00e9dical du Congr\u00e8s, ont eux aussi, fait ce qu\u2019il fallait avant de d\u00e9cider que, vu son pass\u00e9 cardiaque, il fallait le transporter en urgence \u00e0 l\u2019h\u00f4pital. Le bureau du Congressman Berman a ainsi appel\u00e9 le num\u00e9ro d\u2019urgence (911), qui ont d\u00e9p\u00each\u00e9 une ambulance pour l\u2019\u00e9vacuation de Monsieur Salma, qui a \u00e9t\u00e9 admis, quinze minutes apr\u00e8s, \u00e0 l\u2019H\u00f4pital Geroges W. Washington. <\/i><\/span><\/div>\n
Une \u00e9quipe de t\u00e9l\u00e9vision, qui a \u00e9t\u00e9 avis\u00e9e pr\u00e9alablement pour filmer la rencontre avec le Congressman, a \u00e9t\u00e9 invit\u00e9e par la police du Congr\u00e8s de quitter les lieux. L\u2019\u00e9quipe a \u00e9t\u00e9 sollicit\u00e9e pour suivre l\u2019ambulance jusqu\u2019\u00e0 l\u2019h\u00f4pital pour l\u2019envoi imm\u00e9diat des images de Monsieur Salma \u00e0 l\u2019H\u00f4pital Georges Washington \u00e0 la chaine nationale. Le repr\u00e9sentant de la MAP, qui a \u00e9t\u00e9 invit\u00e9 pour couvrir, a pour sa part inform\u00e9, par d\u00e9p\u00eache, sa Centrale. <\/i><\/span><\/div>\n
Monsieur Salma, a \u00e9t\u00e9 sollicit\u00e9 de rester \u00e0 l\u2019h\u00f4pital pour 24 heures et ce afin de s\u2019assurer que sa sant\u00e9 est hors danger.<\/span><\/div>\n
D\u2019autres images et d\u00e9clarations ont \u00e9t\u00e9 envoy\u00e9es \u00e0 la RTM pour exploitation, au cours de la soir\u00e9e et le lendemain, quand Monsieur Salma a quitt\u00e9 l\u2019h\u00f4pital pour rentrer \u00e0 Rabat.<\/span><\/div>\n
A Rabat, la RTM et la MAP ont \u00e9t\u00e9 inform\u00e9es de l\u2019arriv\u00e9e de Monsieur Salma pour couverture. Un m\u00e9decin a \u00e9t\u00e9 \u00e0 l\u2019a\u00e9roport pour un control de sant\u00e9, avant que Monsieur Salma soit transport\u00e9 par l\u2019ambulance du l\u2019a\u00e9roport \u00e0 l\u2019h\u00f4tel Tour Hassan.<\/span><\/div>\n
Exploitation du malaise du p\u00e8re Salma<\/b><\/u><\/span><\/div>\n

WASHINGTON, Oct. 8 \/PRNewswire-USNewswire\/ — U.S. Senator Jim Bunning (R-KY) wrote to Secretary of State Hillary Clinton, joining other Congress members and international human rights advocates expressing concern for the safety of Mustapha Salma Ould Sidi Mouloud, the outspoken Sahrawi leader whose whereabouts are still unknown. The Polisario Front said Wednesday it would release him following his Sept. 21 arrest and imprisonment in Algeria. Senator Bunning asked Sec. <\/span>Clinton to inquire into this “very troubling incident” of the Polisario’s jailing of its own Chief Police Inspector. \u00a0Mustapha Salma was charged with “treason” and “espionage” as he was on his way to rejoin his family in the Tindouf refugee camps in Algeria and speak out in favor of Morocco’s compromise autonomy plan to end the decades-long Western Sahara conflict. <\/span><\/span><\/span><\/div>\n
“I am writing to express my concern for the safety and well-being of Mustapha Salma Ould Sidi Mouloud,” Sen. Bunning wrote Clinton. He said while the Polisario statement on “the release of Mr. Sidi Mouloud is good news, it is a very troubling incident. Your assistance in obtaining information on his continued safety, and that of his family, would be greatly appreciated.” \u00a0He also asked Sec. <\/span><\/span><\/span>Clinton for “any other information on how and why this detention occurred.” <\/span><\/div>\n
Bunning noted Mustapha Salma was on a trip in southern Morocco sponsored by the UN High Commission for Refugees (UNHCR). After seeing the progress in Morocco’s Sahara provinces, which he was visiting for the first time in 31 years, Mustapha Salma vowed to return to the refugee camps and voice his support for Morocco’s autonomy plan to end the 35-year Western Sahara dispute. Bunning pointed out that prominent international human rights groups\u2014including Amnesty International<\/a>, Human Rights Watch<\/a>, Leadership Council for Human Rights<\/a>, the UN High Commissioner for Refugees (UNHCR)<\/a> were critical of the arrest. Other U.S. Senate<\/a> and House of Representatives<\/a> members have also spoken out.<\/span><\/div>\n
Earlier this week, Mustapha Salma’s father and brother made personal appeals in New York City to the United Nations Secretary General Ban Ki-moon and international human rights groups to ensure the Mustapha Salma was freed from prison to be with his family and free to speak his mind to refugees still in the camps in Algeria. The father and brother live in Smara, southern Morocco, where Mustapha Salma was kidnapped as a young boy by Polisario raiders who killed four family members.<\/span><\/div>\n

    Sidi Mouloud was illegally and unjustly detained by Algerian authorities on Sept. 21 for exercising his right of free speech, calling for the freedom of his people from the hands of the Algerians.<\/span><\/span><\/div>\n

    This raucous election season illustrates just how much Americans value rights to dissent and free speech, yet they are values that we do not always press vigorously abroad.<\/span><\/div>\n
    A case in point is unfolding in Northwest Africa, against the backdrop of one of the world’s longest-running but least known territorial disputes.<\/span><\/div>\n
    For about 35 years Algeria and Morocco have been locked in a stalemate over disposition of Western Sahara, a vast tract occupied mostly, as its name implies, by the western reaches of the Sahara Desert.<\/span><\/div>\n
    A separatist organization backed by Algeria, the Polisario Front, is based at Tindouf, a desert refugee camp in Algeria.<\/span><\/div>\n
    On Sept. 21, Mustapha Salma Ould Sidi Mouloud, a security officer for the Polisario Front, publicly declared his support for an autonomy plan favored by Morocco to resolve the dispute, after visiting several sites in the Western Sahara under the auspices of the office of the United Nations High Commissioner for Refugees.<\/span><\/div>\n
    He subsequently was detained in Algeria while en route back to Tindouf. Although his release was announced last week, he has not been heard from since.<\/span><\/div>\n
    There are differences of opinion within the U.S. government and among individual members of Congress about the long-term resolution of the Western Sahara issue, but there is no disagreement that people there should have freedom of movement and freedom of speech.<\/span><\/div>\n
    Several U.S. senators and congressmen have asked Secretary of State Hillary Clinton to protest Mr. Sidi Mouloud’s detention and to press Algerian authorities to disclose his location and return him to his family.<\/span><\/div>\n
    Mrs. Clinton should do so in this case, and whenever fundamental American values – which also are specific to a number of international human rights declarations endorsed by the United States – so blithely are violated.<\/span><\/div>\n

    The former head of the Polisario Front\u2019s police forces, Sidi Mouloud spoke out in favor of the Moroccan Autonomy Plan as a final resolution of the 35-year Western Sahara conflict and was thrown into an Algerian prison for doing so.<\/span><\/span><\/span><\/div>\n

    Prior to his detention, Sidi Mouloud was barred access to his family, including his newborn daughter, whom he still hasn\u2019t seen.<\/span><\/span><\/span><\/div>\n

    \u201cIt is fundamentally important that American policymakers, media, and the general public hear the tragic story of Sidi Mouloud and his family,\u201d commented <\/span><\/span><\/span><\/span>Kathryn Cameron <\/b><\/span><\/span><\/span><\/span>Porter<\/b><\/span><\/span><\/span><\/span>, Founder and President of the Leadership Council. \u201cSidi Mouloud\u2019s father had not seen him in 35 years \u2013 since the Polisario abducted him and forcibly moved him to the camps in Algeria.\u00a0 His father finally saw his son during a UNHCR-sponsored family visit several weeks ago, only to have him stolen away again by the Algerians and Polisario for speaking out against the inhumane treatment and imprisonment of the people in the camps in Algeria.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/div>\n
    \u00a0During the visit to Washington, Salma Ismaili Ould Sidi Mouloud will share his family\u2019s tragic story with State Department officials, congressional staff, human rights leaders, religious leaders, and members of the media.<\/span><\/span><\/span><\/div>\n
    \u00a0\u201cThe Polisario told the State Department and the world that they released my son to his mother, and that was not true.\u00a0 I only want to know where my son is and that he is safe,\u201d stated Salma Ismaili.\u00a0 \u201cMy son is a good and brave man who cares for his people and wants to see them free. \u00a0But I want to see him free as well.\u00a0 My time in Washington will be spent trying to find out where my boy is.\u201d<\/span><\/span><\/span><\/div>\n

    Washington, DC \u2013 Over 10,000 voices rose in prayer Sunday for Mustafa Salma Ould Sidi Mouloud and his family, and for an end to the brutality, corruption and injustice in Algeria.<\/span><\/span><\/span><\/div>\n

    \u201cChristians are called in Scripture to pray for those who suffer and to advance justice and mercy, so we could not stand idly by as an innocent man is punished for exercising his God-given rights,\u201d stated Reverend Rob Schenck, President of the National Clergy Council and Chairman of the Committee on Church and Society for the Evangelical Church Alliance International and the organizer of the national prayer alert for Sidi Mouloud. \u00a0<\/span><\/span><\/span><\/div>\n

    \u00a0The Algerians and Polisario announced on October 6 that they intended to release Sidi Mouloud, but no one had seen or heard from him. \u00a0Then on October 7 they stated that they had released him, but again no one had seen or heard from him. On October 8, the Polisario representative in Washington told the US State Department that Sidi Mouloud was in Mheriz with his mother, but when she was contacted, she said that he was not with her and she had not heard from him. On October 10, Sidi Moulud\u2019s mother stated that she still has not seen or heard from her son, despite the Poilsario\u2019s claims.<\/span><\/span><\/span><\/div>\n
    \u00a0\u201cAs one voice, thousands of Christians cried out to Heaven for Sidi Mouloud and his family. We prayed and continue to pray that God will grant Algerian leaders humble hearts so that they will see the error of their ways, free Sidi Mouloud, and allow him to return safely to his wife and children,\u201d continued Reverend Schenck. \u201cI pray there is some humanity left in anyone in Algeria to make the right decision here.”<\/span><\/span><\/span><\/div>\n
