(C) In an interview with the pro-Palace daily Le Matin just before his arrival, Sarkozy described Morocco\u2019s autonomy proposal for the Sahara as \u201cserious and credible.\u201d Addressing a joint session of parliament in Rabat on October 23, Sarkozy appeared to take explicit French support for Morocco\u2019s plan a step further, describing it as \u201ca new element,\u201d in a long deadlocked process, using the USG formulation that it could \u201cserve as a basis for negotiation in the search for a reasonable settlement to the Western Sahara issue.\u201d Sarkozy\u2019s remarks on Sahara appeared to move France closer toward the Moroccan position, and were embraced as such by most of the Moroccan press, which characterized the president\u2019s remarks as a breakthrough for French policy on the Sahara question. (We understand the Polisario leadership has protested Sarkozy\u2019s remarks.)<\/span><\/p><\/blockquote>\n<div><span style=\"font-size:small;\"><br \/>2. (C)Dans une interview avec le quotidien pro-Palais Le Matin juste  avant son arriv\u00e9e, Sarkozy d\u00e9crit la proposition d&#8217;autonomie du Maroc  pour le Sahara comme &#8220;s\u00e9rieuse et cr\u00e9dible.&#8221; S&#8217;adressant \u00e0 une s\u00e9ance  commune du Parlement \u00e0 Rabat le 23 octobre, Sarkozy semble avancer d&#8217;un  pas dans le soutien fran\u00e7ais explicite au plan du Maroc, en le  qualifiant de &#8220;nouvel \u00e9l\u00e9ment,&#8221; dans un long processus abouti \u00e0  l&#8217;impasse, utilisant la formuledu gouvernement des EU qui pr\u00f4ne qu&#8217;il  pourrait &#8220;servir de base pour la n\u00e9gociation dans la recherche d&#8217;une  solution raisonnable \u00e0 la question du Sahara Occidental.&#8221; Les remarques  de Sarkozy sur le Sahara semblent rmettre la France tout pr\u00e8s de la  position marocaine et ont \u00e9t\u00e9 embrass\u00e9es comme tel par la majorit\u00e9 de la  presse marocaine, qui a qualifi\u00e9 les remarques du pr\u00e9sident comme une  perc\u00e9e de la politique fran\u00e7aise dans la question du Sahara. (SBU) Though press coverage of Sarkozy\u2019s visit was overwhelmingly positive, some commentators voiced resentment &#8211; the independent (Arabic) daily Al Massae that French diplomacy \u201cremains governed by traditional and obtuse concepts\u201d and accused the President of patronizing Morocco by issuing a \u201ccertificate of good conduct\u201d to the regime. A leading Islamist daily deemed insulting Sarkozy\u2019s assertion during his address to parliament that Islam stands for goodness, tolerance, and peace, while political Islam stands for separateness and engenders hostility toward \u201cthe other.\u201d The Arabic daily affiliated with the Islamist PJD denounced Sarkozy\u2019s remark as a slap in the face to the Islamist MPs present in the audience.<\/span><\/p><\/blockquote>\n<div><span style=\"font-size:small;\"><br \/>Quoique la couverture de presse de la visite de Sarkozy soit, pour une grande majorit\u00e9, positive, quelques commentateurs ont exprim\u00e9 un certain ressentiment &#8211; Al Massae, quotidien ind\u00e9pendant (arabe) a ronchonn\u00e9 que la diplomatie fran\u00e7aise &#8220;continue \u00e0 \u00eatre dirig\u00e9s par des concepts traditionnels et obtus&#8221; et a accus\u00e9 le Pr\u00e9sident d&#8217;\u00eatre condescendant avec le Maroc en \u00e9mettant &#8220;un certificat de bonne conduite&#8221; au r\u00e9gime. Un quotidien Islamiste important\u00a0 a qualifi\u00e9 d&#8217;insulte l&#8217;affirmation de Sarkozy pendant son speech au Parlement que l&#8217;Islam signifie bont\u00e9, tol\u00e9rance et paix, tandis que l&#8217;Islam politique signifie s\u00e9paration et engendre l&#8217;hostilit\u00e9 vers &#8220;l&#8217;autre.&#8221; Le quotidien arabe affili\u00e9 au PJD Islamiste a d\u00e9nonc\u00e9 la remarque de Sarkozy en la qualifiant de gifle aux visages des D\u00c9PUT\u00c9S Islamistes pr\u00e9sents dans l&#8217;audience.<\/p>\n<p><\/span><\/div>\n<blockquote><p><span style=\"font-size:small;\">\u00b611. (C) While Sarkozy was generally well received, there was much gossip in Moroccan salons about a \u201ctoo relaxed\u201d President slouching comfortably in his chair as he and the King presided over an October 22 signing ceremony at the Royal Palace in Marrakech. In one image, Sarkozy was seen crossing his legs and pointing the sole of his shoe at the King &#8211; a taboo gesture in the Islamic world. Sarkozy was accompanied throughout the visit, including at a banquet with the royal family by his Justice Minister (of Moroccan heritage) Rachida Dati.<\/span><\/p><\/blockquote>\n<div><span style=\"font-size:small;\"><br \/>Tandis que Sarkozy \u00e9tait g\u00e9n\u00e9ralement bien re\u00e7u, il y avait beaucoup de comm\u00e9rage dans les salons marocains sur un pr\u00e9sident &#8220;trop d\u00e9tendu&#8221; <\/span><span style=\"font-size:small;\">confortablement pench\u00e9 <\/span><span style=\"font-size:small;\">sur sa chaise comme lorsque lui et le Roi ont pr\u00e9sid\u00e9 le 22 octobre la c\u00e9r\u00e9monie de signature au Palais Royal \u00e0 Marrakech. En une image, on a vu Sarkozy croisant ses jambes et dirigeant la pointe de sa chaussure vers le Roi &#8211; un geste tabou dans le monde Islamique.
